Kerala Council of Ministers, appointed by the Kerala State Governor, is one of the two executive branches of the Kerala State Government (the other branch being the Kerala State Governor). The Council of Ministers is selected and headed by the Kerala Chief Minister. Effective executive power in Kerala State Government rests with the Council of Ministers.
The structure of the Kerala State Government is determined by the Constitution of India (1950). The Kerala Chief Minister is chosen by the majority coalition (front) in the Kerala Legislative Assembly and is formally appointed by the Kerala State Governor. The Chief Minister and the Council of Ministers remain in power throughout the term of the Legislative Assembly, unless they lose a Vote of Confidence.
The legislative branch consists of the unicameral Kerala Legislative Assembly (the niyamasabha). The Legislative Assembly is elected for terms of up to five years. Chief Minister leads the ruling coalition (front) in the Legislative Assembly. Kerala State Governor is also regarded as a member of the Legislative Assembly (which he or she may suspend or dissolve when no coalition is able to muster a working majority).

Kerala State Cabinet

Kerala State Cabinet is the most important group within the Council of Ministers.
Cabinet portfolios are generally assigned
  1. On the basis of interest and competence.
  2. On the basis of demonstrated loyalty to the ruling party or party leader.
  3. On the implicit need to represent regions and population groups.
